Meet Our Team
 | Rashi RomanoffChief Executive Officerrashi@navref.orgOriginally from Pittsburgh, PA, Rashi is an experienced health care leader with a demonstrated history of working across the public and private sectors. From 2010 to 2017, Rashi worked at the U.S. Department of Veterans Affairs (VA), starting as a Presidential Management Fellow and eventually serving as the Director of Operations for the VA Center for Strategic Partnerships in the Office of the Secretary. In this role, she was responsible for directing collaborative projects valued at more than $150 million to better serve our nation’s Veterans and their families. She departed the VA in 2017 to work at America's Health Insurance Plans as the Executive Director for Prevention & Population Health. Prior to joining the NAVREF, Rashi served as the Executive Vice President of the Elizabeth Dole Foundation where she oversaw groundbreaking new research and expanded programs and supports available for the nation's military and veteran caregiving families. A graduate of Carnegie Mellon University, Rashi holds a Bachelor’s degree in Biology and Public Policy and a Master’s Degree in Health Care Policy & Management. She is also the previous recipient of the Fulbright Scholarship (2008) and Presidential Management Fellowship (2010). |
 | Hawk Tran, MPHChief Operating Officerhtran@navref.orgHawk joined NAVREF in 2014 and currently serves as the Chief Operating Officer. He brings experience in public health, research, and military service to strengthen veteran healthcare and research collaborations. A veteran himself, Hawk served as an officer in the U.S. Army Medical Service Corps, specializing in medical operational planning during Operation Enduring Freedom. Additionally he has also held a role as a field epidemiologist, collaborating with the CDC and the Florida Department of Health to combat HIV. His military background, combined with expertise in healthcare systems and epidemiology, provides valuable insight into veteran-focused research initiatives. Hawk holds a Master of Public Health with specialized training in Infectious Disease Epidemiology, Health Administration, and Tropical Medicine. |
| Elizabeth StoutCommunications and Public Policy Administratorestout@navref.orgElizabeth Stout serves as the Communications and Public Policy Administrator on the NAVREF team while pursuing her graduate degree in Mass Communication and specializing in Public Interest Communications. She earned double majors in Political Science and Anthropology, a minor in Innovation, and a certificate in International Relations at the University of Florida during her undergraduate career. Before she moved to Washington D.C., Elizabeth grew up in South Florida and attended Marjory Stoneman Douglas High School, where on February 14, 2018, Elizabeth survived a deadly mass school shooting in which 17 people were killed and 17 were injured. With adequate care and resources, Elizabeth overcame her PTSD after battling it for over four years and ultimately found her passion for advocacy. |
| Priscilla West, MPHDevelopment Advisorpwest@navref.orgPriscilla West joins NAVREF with over 30 years of experience in research administration and program development. She served for ten years as Executive Director of VERANNE, the VA nonprofit corporation serving northern New England. Prior to that, she was Associate Director of the Clinical Research Office at the Dartmouth-Hitchcock Medical Center Cancer Center. She is dedicated to helping VA nonprofit corporations make optimal use of local and national resources, so they can reach their maximum potential in serving Veterans. Her personal passion is broadening and facilitating Veteran access to clinical trials, capitalizing on the rich administrative and data resources available through both VA and NPC organizations. Ms. West is a graduate of Bates College and holds a Master of Public Health degree in Epidemiology from Yale University. |
| David StoutProgram Supportdavid@navref.orgDavid Stout serves as Program Support for NAVREF while studying for a Master's of Public Policy at Georgetown University, where is also an editor for the Georgetown Public Policy Review. Originally from Austin, TX, David lived for three years in the United Kingdom while attending the University of Cambridge to earn his Bachelor’s in Human, Social, and Political Sciences with a focus on political economy. From 2022 to 2023, he worked in the Texas Legislature, where he specialized in veterans’ affairs and veterans’ health issues. |
